Here is an idea concerning space-junks and the Moon that may already erratically exist but that isn't in use. It consists of delimiting moon ground zones as space graveyards for out of service satellites. Instead of graveyard orbits they would be crashed on these zones. This could be a way to store components for further exploration or exploitation (such as parts of solar panels).
By the way, this could help clean the crowded orbital zones full of inactive satellites, and regarding the classification issues, this could be done progressively by starting with the oldest ones.
In addition and lastly, this idea could be useful to fulfill the guidelines of the UNOOSA space debris mitigation notice to move forward a clean GEO (geostationary orbit), which could be lucrative for new actors that are servicing these graveyards. Indeed, starting GEO satellites would be the easiest for they are the furthest from Earth.
