1. The Constitutional adoption of Neurorights— which should be innate, inherited and acquired — meaning an undeniable and proper right alleging the total and true possession of oneself psyche and cognition. This requirement comes with new threats* — and new incoming brain-machine interfaces (brain implants, see Neuralink projects). And that any violation of this fundamental and personal property is prosecutable.
2.a. A Constitutional authorization to revoke someone from his public position and function if his health or mental health do not met the requirements to do it properly anymore — with the favorable advice from a majority of a medical expert committee, to preserve a healthy democracy. This could be required, for example, if a intelligence head or a minister start to develop mental troubles that pose serious risks to the national security — or, for example, if a President becomes blind but refuse to leave his function.
2.b. For high state functions, seriously studying the need for theses persons to regularly pass through health and mental health tests, to ensure healthy democracy, or at worse, a health issue progress monitoring if 2.a. have to be used**.
