🕓 — Behind the illusion : spatial dissuasion as a tool for democracy

Here you'll find the raw idea of a possible future international and space based democracy, all along with its limits and functioning examples. Moreover, you'll also find a way to defuse it or to prevent its development with what is also proposed below. That said, imagine yourself behind your computer screen playing a good old Age of Empire and having the choice to pick the "Space Democracy" research path, or not.

➠ What is it ?

A democratic vote system built on the threat of triggering a Kessler Syndrom by each actor having space destruction capacities. The [JB] concept for space based laser brooms can indeed be wrapped as a way to protect from — or to trigger the threat. Each actor being able to claim the unequivocal destruction of the all space based assets as an ultimate veto through the Kessler Syndrom threat, the whole community have to sort and work out each issue susceptible of triggering this threat by one of the member.

➠ How it works ?

By threatening in a dissuasive manner to trigger a Kessler Syndrome if the claimed position — speaking of negotiation — is not taken into account. Let's call this action "Kessler red dot" for the upcoming development.

As within the conventional MAD (Mutal Assured Destruction), there may be effects of quantities of assets (with satellites, telescopes, and space weaponry), but also alliances built by sharing common interests or common position in space.

➠ Why ?

The creation of a Kessler Syndrome risk would undermine all space assets positioned in orbit, producing a danger for the whole space sector as well as ground communication and daily living.

With such a persuasive lever in the hand of all the actors capable of triggering a Kessler Syndrom, the exchange and negotiation process for various topics can be force-opened.

In Game Theory, the outcome where a Kessler Syndrom is triggered is the ultimate game loss for everyone. That said, the whole community hence has to listen to the emitter of the "Kessler red dot" to find the best way to resolve the issue. Indeed, this isn't a bull game to destroy all space based assets as no one has interest for it to happen. This is what we call threshold games, as friction is bringing resolution to the whole system and the addressed issues.

➠ For who ?

Country and organization having space assets and specifically the potential capacity of triggering a Kessler Syndrom (runaway effect of space debris collisions) — that would put all the actor and community in trouble.

➠ Exemple

In an optimal configuration, this system would only serve to trigger alerts for the international community on serious issues to attract its attention and bring a rapid resolution to the problem.

For example:

NASA is sending a "Kessler red dot" to move the politicians position on marine life conservation.
Japan sends a "Kessler red" dot to obtain quicker humanitarian help after a natural disaster.
The scientific community mutualize satellites to send a "Kessler red dot" to stop mega-constellation expansion.

In the optimal configuration, these "Kessler red dots" could be the equivalent of sparkling red lights coming from everywhere on Earth to catch up the international community's interested, to resolve situations through games of diplomacy, games of interests — or in the worst case, with satellite counter-positioning in orbit for dissuading purpose — which would causes a systematic majority and an optimal resolution (for the set in Game Theory) by friction phenomenon between deciders and interests, ideas and needs.

In this optimal configuration, the Kessler Syndrom trigger point is never reached, and everyone knows it but plays along. This would work like an international democracy where all actors would have a voice and even a right of veto. The equivalent of the United Nation with an effective right of coercion.

➠ Further

In an effort to extrapolate this reasoning and prevent unanticipated development, we must envision that the actors behind a "Kessler red dot" could be State, para-state, private, scientific, academic, communities, or even individual (like Elon Musk).

Or in another version, each human being could give his voice to a project through an application to participate to a collective vote to foresee the triggering of a "Kessler red dot" on a political issue. For that, individuals and people must be aware of the risks — and understand what is a Kessler Syndrom is — to make educated votes.

Nonetheless, with a global voting system, risks are the same as on the internet :

Deepfakes
Propaganda
Bots and trolls
Desinformation

For example, through a online petition, I could give my voice and my vote for a Spanish and South American initiative so that their shared satellites are used to trigger a "Kessler red dot" alert against the current Israeli government to request an immediate ceasefire (2023-2024).

➠ Alternative path (my choice)

To abort the progressive and possible arrival of such an international system, it is enough to simply clean the orbit of space debris, hence lowering the risk of Kessler Syndrom — thus dissipating the main threat vector used by this alternate system — in particular, the orbit could be cleaned with the use of space based lasers (see this NASA study).

Lastly, this orbital cleaning need may bring out an entire economic system (where it would be a shame not to position oneself), in particular in terms of insurance, sovereign and international security, balance of power, respect for international commitments, possible exploitation of resources in orbit.
