Induced Milint risks

Here are a non exhaustive list of risks due to directed energy weapons for :

1. The intelligence services, and ;

2. The military and especially conventional nuclear dissuasion.

A call for responsibility between intelligence services

With C2K risks, or speakers hacking to make the victim hear voices and sounds — that may even be below the consciousness threshold (meaning subliminal) — new challenges requiring new rules of good conduct are incessantly necessary.

The risks include :

1. Major incidents on the international white or gray scene.

2. Agent suicide or medical or psychiatric neutralization (false flag murder or suicide).

3. Theft of information.

4. Agent reversal.

Example :

• An agent in conflict with his management is contacted by an APT posing as the CIA through C2K. The APT turns him against his sovereign interests and steals information by making him talk during a raging episode (possibly causing 1, 3 and 4).

•  An APT creates a C2K scenario for a depressed Western agent sent to Africa for his last mission. He pretends to be the local intelligence services and harass him for 3 weeks before he commits suicide all while threatening him of cyber extorsion (possibly causing 2 and 3).

•  An APT engineer attacks on the intelligence head by spoofing an agent voice (with deepfake technology and C2K) directly at his residency as if he was speaking to push the intelligence head to believe that this agent is double.

Conventional dissuasion : worst scenario

What I've called tactical and strategic "neuro-deterrence" represents a major danger for decision-makers. The threat enters more commonly under CBRN defense appellation for it mixes both biological and personal chemical threats with technology uses. A risk for one's decision making ability — or manipulation — more broadly defined in my neurobiosecurity definition —  or more roughly called biohacking as I could hear it several times (see an what it is in the linked video, content warning).

The risk of manipulation is high, would it be with DEWs or LRADs to influence the target's choices (reasoning, movements, sleep periods, etc.). More openly, this field addresses the preservation of biological, psychological, cognitive and therefore neurological integrity from the risks of malversion. It is a question of free will preservation from any risk of malversion (manipulation).

This threat concern :

• Governments

• The general staffs

• Public or cultural figures

• Opponents

• Treaty and market negotiation 

• Nuclear safety

The note here is to mention special risks to nuclear safety because of precise manipulation. The worst scenario would be an unknown sleep interrogatory to retrieve launch sequences or progressive day-to-day neuro-programmation with DEWs (V2K, SUB2K) to progressively push a decider (like a President) to use the nuclear fire (...).

As individual responsibility can be seriously externalized through DEW manipulation, a formal ban would be the best solution for the population, opponents and States.

Situational lessons : the Human bomb

An alleged case of electro-acoustical harassment bursting into the press with a certified attribution for the responsible now includes the following :

• The possibility of instrumentalisation, both by politics and intelligence services (shaming, pointing at, reversing attribution), and ;

• The reproduction of a similar situation  like shown here.

The risk is that an individual may be voluntarily harassed (with electro-acoustical torture) — and the situation deliberately kept in the in gray-zone with the aim of producing an international scandal on an agency, an organization or a government coming with the press revelation of such acts, all with a shady attribution.

The victim being used as a informational bomb.

As I already said in the past, I condemn these inhumane acts and stratagems.

The actors using these techniques do a disservice to the SAPT designation.
