Acronyms

DEW : A directed-energy weapon (DEW) is a ranged weapon that damages its target with highly focused energy without a solid projectile, including lasers, microwaves, particle beams, and sound beams.

LRAD : A long-range acoustic device (LRAD), acoustic hailing device (AHD) or sound cannon. There are indeed, directional models : these AHDs are characterized by their ability to create long-range, directional voice communications and warning tones. Their directionality is typically 5° to 60° radius conical at a 2 kHz tone. Note for readability : I consider LRAD a subset of DEW like specified above.

V2K : Voice-to-Skull (official acronym, see FAS definition here) : devices engineered to make the target hear sounds or voices. In defense ecosystem, nicknamed LRAD.

Personal acronyms

Used since 2023 after investigations on my own harassment and reverse-spying on my aggressors. From my notes.

C2K : Cyber-to-Skull : deliberate attempt at enforcing someone's cyber-security and sound-systems integrity to make them hear sounds or voices through hacked speakers for various manipulation purposes (somehow like the vacuum robot hack episode).

SUB2K : making the hearing — through DEWs or hacked speakers — below the threshold of consciousness, hence subliminal.

Milint : relative to both the military and the intelligence services.

SAPT : meaning Super-APT, for "Super Advanced Persistent Threat", This is the designation I use for the actors responsible for Havana Syndrome at a global scale, or more broadly, a threat for humankind survival, using all domain fights — like the cognitive field (see official NATO approach in the link) — to attack and dominate their targets.

TI / Havana Syndrome : from my perspective Targeted individuals (TIs) are Havana Syndrome victims that do not work as diplomates or are not official representatives.

A. Goals of the document

This whole section goal is to produce a rotational approach to help so called Targeted Individuals named “TIs” — seemingly people victim of targeted restriction or coercition measures. Also, we do speak about the Havana Syndrome — and we develop individual and collective counter-measures in the following section. Please note that the attribution remains difficult (would it be from state or parastate origin).

B. DEW / LRAD exposition risks

A. Personal risks :

Induced craziness
Induced (false) beliefs
Induced social destabilization and exclusion (from relatives to the cyberspace)
External manipulations — like forcing yourself to destroy material (walls, computer, etc.) in an induced anger episode.
Psychiatric and regular hospitalizations (with possible serious health issues, ranging from chronic pain or burn sensations, chronic fatigue, dizziness to cardiovascular and cerebral incidents)

B. Worst personal risks :

Self-violence (blessure, scarifications or suicide at worst)
Violence on others (animals, humans or false flag murders or false flag terrorism)

C. Global level risks:

Politics : targeting state representatives, presidents or officers, to neutralize or manipulate them (with a special mention about nuclear safety) or;
Finance : public or private market negotiators to manipulate the conclusion, or;
Culture : personalities (CEO, stars, etc.) — to make them do or express certains things.

Conclusion : Havana Syndrome and ringing ears

With this cohort of proofs you can see a classic and a logarithmic mean of forty audio records for a total of twenty minutes at times when I felt the tinnitus ringing ears symptoms. The mean clearly exposes some over-present precise frequencies like, rounded :

22 000 Hz

Note : after that I had issues with Audacity, my recording software (error code "-0000" and "9999" — these errors are not referenced on the official website — proofs on my HDD and on the server side).

Please note that frequencies above 20 kHz are not emitted by classical sound system nor are being used in radiocommunications but do provoque biological effects, particularly, ultrasound are being used for medical experiments.

Having myself targeted, I managed to record the tinnitus ringing ears symptoms. It turns out it is not hallucinations, nor ear fatigue from natural causes (as you can on the graphs). I suffered from a constant presence of ~ 11 100 Hz perturbation.

I was even able to determinate the DEW / LRAD directionality, with a triangulation from three different spatial points using a spectrometer application like Spectroïd and the phone microphone directionality, although not shared here to avoid direct attribution for my safety and because it would require precise location data sharing.

About LRAD / V2K targeting

I discovered that sensible voice recognition AI applications do perfectly pick up the DEW / LRAD footprint and even words under the right conditions from the targeted side. For the same reasons, this won't be shared here, but this LRAD targeting fully explains TIs testimonies and rumors about "synthetic telepathy" (see OHCHR report).

Possible types of targeting systems

Manipulation schemes, bio-accoustic induced effects, like harassment and torture, fatigue, (or even experiments), can possibly carried as following :

Through mobile DEW / LRAD near to the target, or ;
Through fixed DEW / LRAD system in the victim’s direct neighborhood (like expressed in some Tis testimonies).

Moreover, the threat (strange hearings, tinnitus symptom) can be carried through pirated devices, like phone, computer, speaker, sound system — near to the target, as wrapped in the C2K acronym.
