📦 — Structural Intelligence : how to guarantee a visibility on all activities

This idea is aimed at reworking a large agency, especially close to, or doing intelligence. It is designed to reshape the services and sub-branches to ensure visibility on all activity, especially black operations and activities under the need-to-know threshold. Although, this is also applicable in the commerce sector for big firms to stay in touch with all sub-departments.

To use this concept, follow the next steps :

Create an inter-agencies platform (if working at a state level), the blue disks on the graph ;

Choose your suspect sub-programs to undergo this process (yellow circles on the pictures) ;

Irrigate a funding cut (adapt quickness of debit cut to your needs) to target suspect sub-program and branches : the red lines on the graph ;

Pass on a notice to ask for all agents to manifest themselves if they encounter funding issues — you can also do without this step ;

On a Head Quarter level, wait for sub-program cells to manifest themselves if they underwent a funding cut or issues, then categorize their activities and what they are doing once they've came to you ;

After a delimited delay in time since the irrigated funding cut beginning (weeks or month) you can presuppose that cells and sub-programs that didn't manifest themselves have autonomous way of funding (black operations under the need-to-know threshold) and that their affiliation is doubtful.
