In Game Theory, Schelling points or focal points are the points of equilibrium a multipartite system tends to find if the different actors are animated by the same Will. Click here to see more about Schelling points — or Focal Points.

In a different section I already spoke of Schellings points :

This concept applied to human relations, International relations (IR) — or international agreement and supra-national legislation — could pave the way to Schelling points found to move toward vital collective interests.

For example the outdated Space Treaty from 1967 does not exclusively restrict the emission of orbital debris. Since then, new attempts to agree on this issue have been tried. However, none have succeed to meet the formal requirements for all the actors involved (situation n°1 in the image below), nonetheless, we need no more evidences nor debates to agree that orbital debris are a danger for all of the actors. This is the perfect start configuration to move toward a Schelling point as an agreement, for all the actors informally agree on the same objective : limiting the risk of orbital debris. This is what you can see in the situation n°2 in the image below.

Schematic where you can see two situations ; N°1 : an attempt at a global treaty centralizing what is possible or not (a fading initiative in the case of the 1967 Space Treaty), and situation N°2 : an auto-organized set tending toward a common Schelling point : junk is bad, mokay ?

So, to conscientize the major revolution this concept holds for space related IR, we will consider the following graphic and its two schemes :

This is the graphic minimisation of a formal treaty, officially ratified by all actors, like the 1967 Space Treaty — the interdiction is set above Nations.
This is the graphical representation of a Schelling point found by all the involved actors. It harmonize the same Will and requirements as a ratified bilateral treaty — but here from an actor-related level : the interdiction is set within and by the actors — each Nation independently choose to respect the same interdiction.

Note :

Maybe I slightly moved the whole set toward the second situation with D1 & D1 + ? Who knows ?
